REPORT OF

The Textile Association (India) Mumbai Unit (TAI) organized The 8th International & 60th All India Diamond Jubilee Textile Conference on 5th & 6th Dec'2004 at Hotel Intercontinental, the Grand Mumbai. The theme of the Conference was "Textile Vision 2010".
Shri D. R. Mehta, President of TAI, Mumbai unit welcomed the gathering and briefed about the theme of the Conference. He said that the textile industry might not be same in 2010 what it is today. Cav. M. S. Mathivanan, President, TAI in his presidential address said that India would be amongst the top four countries in the world by the end the decade and the textile industry will be a great contributor for this.
Shri R. K. Dalmia, the Chairman, Diamond Jubilee Conference gave the statistics that world trade will grow from US$ 309 billion to US$ 856 billion in next 5 years. The division of domestic and international market will very soon fade away and one should be prepared not only to compete on the international turf but also on domestic turf. He also offered the necessity on productivity, decrease in unit cost of product, decrease in manpower requirement, increase in energy saving and improvement in quality.
The Textile Association conferred the Honorary Membership on Shri Nikhil R. Meswani, Executive Director, Reliance Industries Limited for his valuable Contribution to the textile industry.
Shri Ullhas Nimkar was awarded fellow of Textile Association (FTA), Shri S. K. Ghosh, President, TAI, PHC Unit was awarded Service Gold Medal and Shri K. J. Patel, Chairman, TAI & Shri R. G. Malvankar, Vice Chairman, TAI, Mumbai Unit were awarded Service Mementos for their meritorious services to the Textile Association.

Shri V. K. Ladia, Chairman, Indian Cotton Mills Federation in his commemorative address statistical data on Indian Textile Industry and made "SWOT Anlysis" and pointed out that Indian Textiles Industry need not be worried to much to the competition from China as we enjoy the upper hand in many aspect of Textile manufacturing. The Indian textile industry can scale new heights by mutual endeavor. He also called upon the Government to rationalise fiscal duty for polyester fibre & filament. He underlined the need for turning one of NTC Mills into a full fledged exposition ground where made in India textiles can be exhibited for the benefits of International Visitors & buyers. He also emphasized the need R & D Centres should be set up at textiles centres at Tirupur, Bhilwara, Ludhiana, etc which will go long way in helping local industry to solve their problems.
 
The Chief Guest, Shri Shankersinh Vaghela, Honorable Minister of Textiles, Govt. of India, while delivering address said that the theme 'Textile Vision 2010' is opt and relevant today. He shared one of the vision, which Govt. of India has enshrined in National Textile Policy, which will help to know where we stand and charter our future path of action.
He highlighted that the Ministry with the help of state govt. and industry has been developing and upgrading Apparel Parks and growth centre with Rs. 60 crores earmarked for this activity. Rs. 340 crores have been earmarked for the disbursals this year. Rs. 40 crores for: cotton Technology Mission, Procurement of cotton by cotton corporation of India, Rationalization of duty structure in the textile sector, of TWRF and Export report in Promotion of Technical Textiles, in free trade, the success would be determined mainly on the basis of commercial factors like quality, price, delivery, schedules and marketing negotiating skills.
Shri Subodh Kumar, IAS, Textiles Commissioner, Ministry of Textiles, Govt. of India gave detailed statistical data of textile industry of India and the world market and was convinced that our industry will meet successfully the challenges thrown up by an increasingly consumer driven integrated world market. He further stated that the Govt. has to provide conductive policy environment to strengthen the fundamentals of the industry, while industry has to formulate its action plan at the micro level for achieving international competitiveness.

Shri Nikhil Meswani thanked the TAI for conferring the Honorary Membership and it was a emotional moment for him because he was the third recipient of this Hon. Membership from the Reliance family. He emplised in his address that with low cost structure and efficient labour force, it is time for India to capture its rightful place in the global textile trade and investments in India will further accelerate and textiles will grab lion's share. He further stated that we have to compete on value and not on price and continuos evolve processes that will create compelling value in the entire value chain.
Dr. B. L. Mungekar, Member, Planning Commission, Govt. of India, was the Chief Guest at the Valedictory Session. He said in his address that the high and cascading impact of indirect taxes accounting for nearly half of the difference in retail prices between Indian and China shall be taken care of with Government's efforts on the front of evolving VAT and aligning custom duty rates with ASEAN levels.

It is expected that these initiatives would stimulate domestic demand. He further stated that the number of initiatives have been launched in order to improve the competitiveness of Indian Textile Industry including cotton. These are Apparel Parks, Textile Centre Infrastructure Development Scheme and Technology Mission on Cotton. Support is also being extended to this sector through National Institute of Fashion Technology. He also said that the initiative required for enhancing competitiveness is to carry out labour reforms. Industrial Disputes Act and Contract Labour Act need to be amended. Similarly, constraints in availability of world class infrastructure in the form of ports, highways are constraining the competitiveness of Indian Industry.
